Open Enrollment for Medicare Supplements
You may be asking yourself, when is the best time to buy a Medicare Supplement?  The best time is during “open enrollment”. Open enrollment is a one-time window during which you can enroll in any Medicare Supplement.  You will not have to answer any health questions and Medicare Supplement insurance companies cannot turn you down during your personal open enrollment period.  Open enrollment is six months prior to your 65th  birthday and last 6 months from the first day of the month in which you turn 65 and you are enrolled in Medicare Part B.

Enrollment for most people is at age 65 but some people delay enrollment into Part B when they are still working.  When they retire and enroll in Part B, they will be eligible for their Medicare Supplement Open Enrollment for 6 months.

For some people with disability they can qualify for Medicare early.  These people still receive the initial six-month open enrollment period starting with the Part B effective date.  When they turn 65 later, they will receive a second six-month window to enroll.

Let’s talk about disability.  In many states people under 65 do not have access to all Medicare Supplement insurance.  In Texas, the law only requires carriers to offer Medicare Supplements (Medigap Plan A) for those under 65.  The law allows them a second chance at the age of 65 when they can access the more comprehensive Medicare Supplement plans such as Plan G or Plan F.
Timing is Everything
Your Medicare Supplement (Medigap) open enrollment greatly affects your options and ability to get coverage.  That’s because during the Medicare Supplement open enrollment period it is the only time you will be able to enroll in ANY Medicare Supplement Plan and choose any Plan – A thru N.  See our chart Open enrollment allows you to skip all the health questions whether you are healthy or sick.  The insurance company must accept and issue the coverage when you have applied during the open enrollment period.

If your open enrollment period has passed, the insurance company will require you to answer all the health questions on the application.  You can be either approved or denied coverage based on your health.  That’s why it’s important to enroll in the Medicare Supplement Open Enrollment period.   If for some reason you are in poor health and can’t get a Medicare Supplement then you have other options and a Medicare Advantage plan may be the best choice for you.

What is the difference between Medicare Open Enrollment and Annual Enrollment Period (AEP)?

Many people get these times confused.  As mentioned above Medicare Open Enrollment is for those people turning 65 who have a six-month window to enroll without health questions or being denied coverage.  But if you are over 65 you can still apply for any Medicare Supplement anytime during the year but you will have to answer the health questions and go through the medical underwriting of the insurance company.

Annual Enrollment Period called (AEP) is an Annual 8-week period that occurs each year from October 15th – December 7th.  This time applies to Part D drug plans and Medicare Advantage Plans.  During this time, you can join or leave your Part D drug plan, switch to another drug plan and the same also applies with a Medicare Advantage Plan.  AEP is the only time you can leave your Medicare Advantage plan if you want to go back into original Medicare and get a Medicare Supplement plan.  If you move out of the Medicare Advantage and into a Medicare Supplement you will still be required to go through the health questions and pass the medical underwriting.

What is Guaranteed Issue?
Medicare has a guaranteed issue law in place for people who are still working as long as they maintain creditable employer group health coverage and they will be given a 63 day guaranteed issue window.  How this works is some people will miss their open enrollment period because they are still working and they may have enrolled in both Part A and B at age 65.  This is usually done so they are still covered under their group health insurance and to reduce their medical spending.  When they are ready to retire years later the Medicare Supplement Open Enrollment period has passed.

However, during the Guaranteed Issue period, you can enroll in a Medigap plan A, B, C, F, K or L with no health questions.  No need to worry about pre-existing conditions either.  One note to consider is Medicare Supplement Plan G is not one of the plans offered under the Guaranteed issue rules.  If you want a Plan G Medicare Supplement you will need to apply for it and go through the underwriting process.
